Exemption from the Romanian e-vignette

Last checked: 1 November 2026

Law 226/2023 (Art. 9) provides for a limited list of vehicles exempt from paying the e-vignette. All other vehicles in categories A–D pay it on the national roads.

Exempt vehicles

Vehicles owned or lawfully used, according to the registration certificate, by:

  • the Ministry of National Defence and the Ministry of Internal Affairs;
  • the intelligence services, the Protection and Guard Service and the Special Telecommunications Service;
  • the National Administration of Penitentiaries;
  • the community public services for emergency situations;
  • CNAIR and the State Inspectorate for Road Transport Control;
  • the Romanian Red Cross National Society.

Also exempt are vehicles exempted under international agreements, vehicles used in local public passenger transport on regular services, vehicles authorised for school transport and the ambulances of public entities.

The exemption is not automatic

The vehicle must be marked or registered as exempt: those of the defence and public order institutions in the vehicle register, the others in the database of the e-vignette system. The application is made by the holder; until then, the vehicle is treated like any other.

Who is not exempt

Electric vehicles are not exempt, but they pay the lowest fee.
