The Romanian e-vignette when selling, changing plates or deregistering
Last checked: 1 November 2026
The Romanian e-vignette is linked to the vehicle, through the number plate, not to the owner. Law 226/2023 (Art. 10) regulates the most common situations.
Selling the car
When the vehicle changes owner, the e-vignette remains valid until it expires. The buyer takes over the car with the active e-vignette; the seller cannot move it to another car. If you have bought a second-hand car, check by the number plate: it may already have an e-vignette.
New number plate in Romania
For vehicles registered in Romania, the e-vignette remains valid with the new number as well. The data on the change of number plate are sent to CNAIR daily, so you do not need to do anything.
Registration in another country
The e-vignette remains valid only if you notify CNAIR in writing of the new number plate, so that it can be changed in the database.
Deregistering the vehicle
On deregistration, CNAIR refunds, upon written request, the value of the e-vignette for the unused period, under the conditions laid down in the implementing rules.
In short
- sale: the e-vignette stays with the car;
- new number in Romania: it remains valid automatically;
- registration in another country: it remains valid after written notification to CNAIR;
- deregistration: you can request a refund for the unused period.
